1. Identify Stakeholders


Internal Stakeholders

  • Employees (project team, management, executives)

  • Department heads

  • Functional managers



External Stakeholders

  • Clients/Customers

  • Suppliers/Vendors

  • Government regulators

  • Investors/Shareholders

  • Local communities

  • Non-Governmental Organizations (NGOs)



2. Stakeholder Interests and Expectations
  • What are the key interests of each stakeholder?

  • What do they expect from the project?

  • How do they define success or failure?

  • Any potential concerns or risks from their perspective?


3. Stakeholder Influence and Power
  • What level of influence does each stakeholder have on the project?  High, Medium, Low

  • Can they affect project resources, decision-making, or timelines?

  • Do they have veto power, control over finances, or significant authority?


4. Stakeholder Engagement Level


What is the required engagement level for each stakeholder?

  • Supportive: Actively supports the project.

  • Neutral: Needs limited engagement.

  • Resistant: Needs extra attention to align with project goals.



5. Stakeholder Communication Needs
  • What is the preferred communication channel? Email, meetings, reports, workshops, etc

  • How frequently should you communicate?

  • What type of information do they need (e.g., progress updates, budget details)?

  • Do any stakeholders require customized reports or dashboards?


6. Stakeholder Attitude Towards the Project
  • Are they supportive, neutral, or opposed to the project?

  • Is their attitude likely to change during the project?

  • What strategies can you use to turn resistant stakeholders into allies?


7. Key Project Milestones/Touchpoints


At which project milestones do stakeholders need to be involved?

  • Initial planning

  • Major deliverables

  • Testing phases

  • Final approval or launch

Are there specific deadlines important to stakeholders?




8. Risks and Mitigation Strategies
  • What are potential conflicts of interest or risks posed by stakeholders?

  • Are there any stakeholders who may block progress?

  • What is the plan to manage difficult stakeholders or those with opposing views?


9. Stakeholder Responsibility
  • What specific roles or responsibilities do stakeholders hold within the project?

  • Do any stakeholders need to sign off on key decisions?

  • Are there task dependencies linked to stakeholder contributions?


10. Regular Review and Updates
  • How often will you review the stakeholder analysis?

  • Are there any changes in stakeholder roles or interests?

  • Are new stakeholders emerging, or are some becoming less relevant?


This checklist can help ensure that you address key aspects of stakeholder identification, communication, and engagement throughout the project lifecycle. Regular reviews and updates are essential as stakeholder needs and the project environment may change.
